Flat bed dolly
Flat bed is a bit of a generic term and describes a basic tracking dolly with the camera preset at a fixed height, usually on a bazooka support. It's often used for a quick fix or when carrying a larger dolly to the location is not practical. A flat bed may come with pneumatic or track wheels.
